Many houses can use permitted development rights for a loft conversion, subject to limits and conditions. These rights do not apply in every case.
WHEN PLANNING PERMISSION MAY BE NEEDED
Permission may be required if the proposal exceeds permitted limits, alters a roof facing the highway, affects designated land, or the property has restricted development rights. Flats do not have the same householder rights. For example you can increase the size of a semi-detached property loft larger in volume than a terrace property existing loft within Permitted Development rights.

A loft converted into liveable space needs Building Regulations approval. The design must address structure, fire safety, stairs, insulation, ventilation and sound.
